AN ACT to require contractors on certain DOT road projects to post signage regarding estimated completion dates and costs.



The General Assembly of North Carolina enacts:



SECTION 1.  G.S. 136‑18(1) reads as rewritten:



(1)      The authority and general supervision over all matters relating to the construction, maintenance, and design of State transportation projects, letting of contracts therefor, therefore, and the selection of materials to be used in the construction of State transportation projects under the authority of this Chapter. When letting contracts over thirty million dollars ($30,000,000), the Board shall require the contractor to post signs visible to the public travelling in the contract area, updated every quarter of the contract, indicating the estimated completion date, the estimated cost, and whether those items are in accordance with the contract terms. The signage shall be color coded with green for on time or under and on budget or under, red for more than three months' delay or more than ten percent (10%) over budget, and yellow for in‑between green and red.



SECTION 2.  This act becomes effective July 1, 2023, and applies to all contracts entered into or renewed on or after that date.
