H630: Economic Stability Act. Latest Version

AN ACT to enact the economic stability act.
The General Assembly of North Carolina enacts:
SECTION 1. This act shall be known and may be cited as the Economic Stability Act.
SECTION 2. Article 3 of Chapter 95 of the General Statutes is amended by adding a new section to read:
§ 95‑31.1. Economic Stability Act.
(a) Definitions. – The following definitions apply in this section:
(1) Call center employer or employer. – Any business that employs 200 or more employees, excluding part‑time employees, for the purpose of customer service or back‑office operations.
(2) Commissioner. – The Commissioner of Labor.
(b) Notice Requirements. – A call center employer that intends to relocate a call center, or one or more facilities or operating units within a call center comprising at least seventy percent (70%) of the call center's or operating unit's total volume, must notify the Commissioner and the employer's employees at least 15 days prior to the relocation.
SECTION 3. This act is effective when it becomes law and applies to relocations occurring on or after that date.
