AN ACT to appropriate funds to support certain historically black colleges and universities and historically minority‑serving institutions in north carolina.

The General Assembly of North Carolina enacts:

SECTION 1.  There is appropriated from the General Fund to the Office of State Budget and Management the sum of six million dollars ($6,000,000) in nonrecurring funds for the 2023‑2024 fiscal year to be allocated in amounts of five hundred thousand dollars ($500,000) to each of the following private postsecondary institutions, as defined in G.S. 116‑280(3), that are historically black colleges and universities or historically minority‑serving institutions:

(1)        Bennett College.

(2)        Chowan University.

(3)        Johnson C. Smith University.

(4)        Livingstone College.

(5)        Louisburg College.

(6)        North Carolina Wesleyan College.

(7)        Shaw University.

(8)        St. Augustine's University.

SECTION 2.  There is appropriated from the General Fund to the Office of State Budget and Management the sum of one million five hundred thousand dollars ($1,500,000) in nonrecurring funds for the 2023‑2024 fiscal year to be allocated to Bennett College to support the education and business degree programs at that private postsecondary institution.

SECTION 3.  There is appropriated from the General Fund to the Board of Governors of The University of North Carolina the sum of ten million six hundred sixty thousand six hundred ten dollars ($10,660,610) in recurring funds for each year of the 2023‑2025 fiscal biennium to be allocated to North Carolina Agricultural and Technical State University for its agriculture research and extension programs.

SECTION 4.  This act becomes effective July 1, 2023.
