AN ACT appropriating funds for THE LOGAN COMMUNITY ECONOMIC AND CAPITAL INVESTMENT PROGRAM.



The General Assembly of North Carolina enacts:



SECTION 1.  There is appropriated from the General Fund to the Office of State Budget and Management the sum of two million five hundred thousand dollars ($2,500,000) in nonrecurring funds for the 2023‑2024 fiscal year to provide a directed grant to the City of Concord for the replacement of the Lincoln Street Bridge, which closed in July 2022, exacerbating conditions in an area already cited as a food desert. Replacement of the Lincoln Street Bridge will be essential to the community's economic revitalization and will provide citizens vital connectivity to retail and medical centers, employment areas, and other major thoroughfares in Cabarrus County.



SECTION 2.  There is appropriated from the General Fund to the Office of State Budget and Management the sum of one million eight hundred thousand one hundred dollars ($1,800,100) in nonrecurring funds for the 2023‑2024 fiscal year to provide a directed grant to WeBuild Concord, a nonprofit organization, to assist with infrastructure (water, sewer, etc.) costs for the Lincoln Townhome Project, a 26‑unit housing development project to increase homeownership in the Logan community that has a below thirty‑two percent (32%) ownership rate.



SECTION 3.  This act becomes effective July 1, 2023.
