AN ACT to require consent from the charlotte‑mecklenburg schools' superintendent before using certain schools as early one‑stop voting sites.



The General Assembly of North Carolina enacts:



SECTION 1.  Charlotte‑Mecklenburg Schools (CMS) shall not be used for early one‑stop voting locations without prior consent of the CMS Superintendent. The CMS Superintendent shall have up to five school operating days to consider a request and grant or deny consent under this section. The CMS Superintendent shall grant consent to the Mecklenburg County Board of Elections if the school building is or can be configured to provide a separate entrance and exit for voters and barriers or other methods to keep voters from gaining access to areas of the school building where students have access during the school's operating hours. Any expenses required to prepare and maintain the school building for safety, including any payments to ancillary staff required to open the schools on weekends or after school hours, pursuant to this section shall be paid or reimbursed by the Mecklenburg County Board of Elections.



SECTION 2.  This act is effective when it becomes law and applies to elections held on or after that date.
