AN ACT to provide that regular municipal elections in the town of mooresville and mooresville graded school district elections in iredell county shall be held in even‑numbered years.



The General Assembly of North Carolina enacts:



 



PART I. MOORESVILLE MUNICIPAL ELECTIONS



SECTION 1.1.  Section 4.3 of the Charter of the Town of Mooresville, being Chapter 239 of the 1975 Session Laws, as amended by Town Ordinance No. 87‑7 dated April 6, 1987, reads as rewritten:



Sec. 4.3. Regular municipal elections. Regular Beginning in 2024, regular municipal elections shall be held biennially in odd-numbered even‑numbered years on the date set by general law for municipal elections.



At the regular municipal election to be held in 1975, 2024, and biennially thereafter, there shall be elected a mayor for a term of two years. The mayor shall be elected at large by all the qualified voters of the Town.



One Commissioner shall be nominated and elected by the qualified voters of each of the four election wards and the Commissioners Commissioner shall be a resident of the election ward from which he the Commissioner is elected. Two Commissioners shall be nominated and elected from the Town at large by all of the qualified voters of the Town.



Three present Commissioners having two years remaining in their terms of office shall represent election wards three and four and one at-large seat for their remaining terms.



At the regular municipal election to be held in 1987 and on every fourth year thereafter 2024, and quadrennially thereafter, one Commissioner will be elected to represent each of the election wards one and two and one commissioner Commissioner to represent the town Town at large.



At the regular municipal election to be held in 1989 and on every fourth year thereafter 2026, and quadrennially thereafter, one Commissioner shall be elected to represent each of the election wards three and four and one Commissioner to represent the Town at large. All commissioners shall serve terms of four years and until their successors have been duly elected and qualified, it being the purpose and intention of these provisions to have at least three Commissioners with two or more years of Board experience in office at all times.



SECTION 1.2.  No elections shall be conducted in the Town of Mooresville in 2023. The terms of the three commissioners and the mayor serving on the effective date of this act whose terms are set to expire in 2023 shall be extended by one year. The terms of the three commissioners serving on the effective date of this act whose terms are set to expire in 2025 shall be extended by one year. Regular municipal elections shall be conducted in the Town of Mooresville in 2024.



 



PART II. MOORESVILLE GRADED SCHOOL DISTRICT ELECTIONS



SECTION 2.1.  Notwithstanding Section 9 of Chapter 556 of the Public Laws of 1905, the terms of the Board of Graded School Trustees of Mooresville members serving on the effective date of this act whose terms are set to expire in 2023 shall be extended by one year. The terms of the Board of Graded School Trustees of Mooresville members serving on the effective date of this act whose terms are set to expire in 2025 shall be extended by one year. Members of the Board of Graded School Trustees of Mooresville shall be elected at the same time and in the same manner as other municipal officers in the Town of Mooresville, subject to the relevant provisions of Chapters 115C and 163 of the General Statutes.



 



PART III. EFFECTIVE DATE



SECTION 3.1.  This act is effective when it becomes law and applies to elections held on or after that date.
