HOUSE BILL 1175
AN ACT to APPOINT PERSONS TO VARIOUS PUBLIC OFFICES UPON THE RECOMMENDATION OF THE SPEAKER OF THE HOUSE OF REPRESENTATIVES AND THE PRESIDENT PRO TEMPORE OF THE SENATE.
Whereas, G.S. 120‑121 authorizes the General Assembly to make certain appointments to public offices upon the recommendation of the Speaker of the House of Representatives and the President Pro Tempore of the Senate; and
Whereas, the Speaker of the House of Representatives and the President Pro Tempore of the Senate have made recommendations; Now, therefore,
The General Assembly of North Carolina enacts:
PART I. SPEAKER'S RECOMMENDATIONS
SECTION 1.1. Effective July 1, 2022, Gilda Hunt of New Hanover County is appointed to the Acupuncture Licensing Board for a term expiring June 30, 2025.
SECTION 1.2.(a) Effective October 1, 2022, Dr. Leslie D. McKesson of Burke County is appointed to the African American Heritage Commission for a term expiring September 30, 2025.
SECTION 1.2.(b) The Honorable Fondella A. Leigh of Hertford County is appointed to the African American Heritage Commission for a term expiring September 30, 2023, to fill the unexpired term of Lisa Matthews.
SECTION 1.3. Effective July 1, 2022, Harvey Keith Purvis of Pitt County is appointed to the North Carolina Agricultural Finance Authority for a term expiring July 1, 2025.
SECTION 1.4. Effective July 1, 2022, Nancy C. Humphries of Buncombe County is appointed to the Board of Directors of the North Carolina Arboretum for a term expiring June 30, 2026.
SECTION 1.5. Effective July 1, 2022, Dr. Dennis Reno of Cleveland County is reappointed to the North Carolina Boxing and Combat Sports Commission for a term expiring June 30, 2025.
SECTION 1.6. David Machado of Wake County is appointed to the North Carolina Charter Schools Advisory Board for a term expiring June 30, 2025, to fill the unexpired term of Lynn Kroeger.
SECTION 1.7. Effective July 1, 2022, John Zachary Everhart of Carteret County and Amelia F. Schoel of Union County are appointed to the North Carolina Child Care Commission for terms expiring June 30, 2024.
SECTION 1.8. Effective July 1, 2022, E. Greer Cawood of Forsyth County is appointed to the Clean Water Management Trust Fund Board of Trustees for a term expiring July 1, 2025.
SECTION 1.9. Effective July 1, 2022, Robert M. High of New Hanover County is appointed to the Coastal Resources Commission for a term expiring June 30, 2026.
SECTION 1.10. Brandon Gosey of Rutherford County is appointed to the Disciplinary Hearing Commission of the North Carolina State Bar for a term expiring June 30, 2024, to fill the unexpired term of Suzanne C. Creech.
SECTION 1.11. Effective September 1, 2022, the Honorable Sarah Owens Weeks of Rutherford County, Dawn L. Kriquette Davis of Wayne County, Amedia H. Vaughn‑Jones of Davie County, Tiffany Bell of Buncombe County, Colonel Christopher Thomas of Onslow County, and Joetta A. Shepard of Forsyth County are appointed to the Domestic Violence Commission for terms expiring August 31, 2024.
SECTION 1.12. Effective December 1, 2022, Jill I. Homan of Johnston County is appointed to the Economic Investment Committee for a term expiring November 30, 2024.
SECTION 1.13. Effective July 1, 2022, Richard L. Purcell of Mecklenburg County, Rachelle Shelley R. Wolford of Wake County, and Michelle P. Logan of Pitt County are appointed to the Education and Workforce Innovation Commission for a term expiring July 1, 2025.
SECTION 1.14. Effective September 1, 2022, Margaret S. Wingate of Mecklenburg County is appointed to the North Carolina Board of Electrolysis Examiners for a term expiring August 31, 2025.
SECTION 1.15. Effective February 28, 2023, Richard Wayne Parks of Nash County and Thomas F. Marcham of Mecklenburg County are appointed to the Governor's Crime Commission for terms expiring February 28, 2025.
SECTION 1.16. Effective July 1, 2022, Craig D. McMillan of Robeson County is appointed to the North Carolina State Commission of Indian Affairs for a term expiring June 30, 2024.
SECTION 1.17. Effective January 1, 2023, Dr. Rocco F. DiSanto of Burke County and Dr. Gerald W. Poplin of Stanly County are appointed to the Information Technology Strategy Board for terms expiring December 31, 2024.
SECTION 1.18. Effective July 1, 2022, Nicholas Stone of Wake County is appointed to the Council of Internal Auditing for a term expiring June 30, 2026.
SECTION 1.19. Effective January 1, 2023, Brian Gwyn of Cleveland County, James Adam Scholar of Wake County, and Danny F. Scalise, II, of Caldwell County are appointed to the North Carolina Institute of Medicine for terms expiring December 31, 2025.
SECTION 1.20. Effective January 1, 2023, Joe M. Cabaleiro of Wake County, Dr. David B. Lesser of Pitt County, Michael A. Tramber of Forsyth County, and Michael Lalor of Forsyth County are appointed to the License to Give Trust Fund Commission for terms expiring December 31, 2024.
SECTION 1.21. Effective January 1, 2023, Lorenzo Larry J. Mares, Jr., of Craven County is appointed to the Locksmith Licensing Board for a term expiring December 31, 2025.
SECTION 1.22.(a) Effective September 1, 2022, William R. Jones of Johnston County is appointed to the North Carolina State Lottery Commission for a term expiring August 31, 2027.
SECTION 1.22.(b) Lindsey Griffin of Pitt County is appointed to the North Carolina State Lottery Commission for a term expiring August 31, 2023, to fill the unexpired term of Nicholas Picerno.
SECTION 1.23. Effective January 1, 2023, the Honorable Johnny Hutchins of Cleveland County is appointed to the North Carolina Mining Commission for a term expiring December 31, 2026.
SECTION 1.24. Effective January 1, 2023, John T. Cole of Alamance County, Sheriff B. Phil Howell of Ashe County, and Melanie A. Neal of Guilford County are appointed to the 911 Board for terms expiring December 31, 2025.
SECTION 1.25. Effective January 1, 2023, James C. Lister of New Hanover County is appointed to the North Carolina Oil and Gas Commission for a term expiring December 31, 2026.
SECTION 1.26. Effective July 1, 2022, Jerry O. Pearce of Wake County is appointed to the North Carolina On‑Site Wastewater Contractors and Inspectors Certification Board for a term expiring July 1, 2025.
SECTION 1.27. Effective October 1, 2022, M.S. Brick Brown, III, of Wake County and James A. Harrell, III, of Wake County are appointed to the Outdoor Heritage Council for terms expiring September 30, 2026.
SECTION 1.28. Effective July 1, 2022, Beth Z. Heile of Burke County is appointed to the North Carolina Parks and Recreation Authority for a term expiring July 1, 2025.
SECTION 1.29. Effective July 1, 2022, Michael H. Johnson of Iredell County is appointed to the North Carolina State Ports Authority for a term expiring June 30, 2024.
SECTION 1.30. Effective July 1, 2022, Suzanne C. Creech of Pitt County and Jerry D. Pittman of Forsyth County are appointed to the Private Protective Services Board for terms expiring July 1, 2026.
SECTION 1.31. Effective September 1, 2022, Dr. Van O. Dempsey, III, of New Hanover County, Dr. Connie O. Locklear of Robeson County, Samuel H. Houston, Jr., of Wake County, and Dr. R. W. Bill Griffin of Caldwell County are appointed to the Professional Educator Preparation and Standards Commission for terms expiring August 31, 2024.
SECTION 1.32. Effective July 1, 2022, Wendy P. Chavez of Caldwell County is appointed to the North Carolina Recreational Therapy Licensure Board for a term expiring June 30, 2025.
SECTION 1.33. Tina M. Lovings of Forsyth County is appointed to the North Carolina Respiratory Care Board for a term expiring October 1, 2024, to fill the unexpired term of Zach L. Phillips.
SECTION 1.34. Effective July 1, 2022, Randy O. Overton of Wake County and Paul Powell of Guilford County are appointed to the Rules Review Commission for terms expiring June 30, 2024.
SECTION 1.35. Joseph L. Burleson of Stanly County is appointed to the Rural Infrastructure Authority for a term expiring June 30, 2023, to fill the unexpired term of Thomas S. Hester.
SECTION 1.36. Richard G. Kristof of Wake County is appointed to the North Carolina Board of Science, Technology, and Innovation for a term expiring June 30, 2023, to fill the unexpired term of Sean Tario.
SECTION 1.37. Effective July 1, 2022, Jason M. Hall of Franklin County is appointed to the North Carolina Board for Licensing of Soil Scientists for a term expiring June 30, 2025.
SECTION 1.38. Effective July 1, 2022, the Honorable Neville Hall of Rockingham County is appointed to the State Building Commission for a term expiring June 30, 2025.
SECTION 1.39. Effective January 1, 2023, Thomas Roger West of Cherokee County is appointed to the State Ethics Commission for a term expiring December 31, 2026.
SECTION 1.40. Effective July 1, 2022, Kevin S. Gordon of Cleveland County is appointed to the State Fire and Rescue Commission for a term expiring June 30, 2025.
SECTION 1.41. Effective July 1, 2022, Cyrus C. Vernon of Caswell County is appointed to the Board of Trustees of the State Health Plan for Teachers and State Employees for a term expiring June 30, 2024.
SECTION 1.42. Effective July 1, 2022, the Honorable Bill Goins of Surry County is appointed to the State Water Infrastructure Authority for a term expiring July 1, 2024.
SECTION 1.43. Effective July 1, 2022, Harold Allen Langley of Cleveland County is appointed to the Structural Pest Control Committee for a term expiring June 30, 2026.
SECTION 1.44. Effective January 15, 2023, the Honorable Pat Hurley of Randolph County is appointed to the Board of Trustees of the Teachers' and State Employees' Retirement System for a term expiring June 30, 2023, to fill the unexpired term of James Anthony.
SECTION 1.45. Effective July 1, 2022, Captain Robert J. Shea, Jr., of Alamance County is appointed to the Supplemental Retirement Board of Trustees for a term expiring June 30, 2025.
SECTION 1.46. Effective January 14, 2023, the Honorable Charles Travis, III, of Mecklenburg County is appointed to the North Carolina Turnpike Authority for a term expiring January 14, 2027.
SECTION 1.47. W. Louis Bissette, Jr., of Buncombe County is appointed to the University of North Carolina at Asheville Board of Trustees for a term expiring June 30, 2023, to fill the unexpired term of the Honorable Wilma Sherrill.

SECTION 2.29. Effective July 1, 2022, Dr. Joseph W. Democko of Wayne County is appointed to the State Board of Chiropractic Examiners for a term expiring June 30, 2025.
SECTION 2.30. Effective July 1, 2022, Tana C. Tucker of Caldwell County is appointed to the State Board of Cosmetic Art Examiners for a term expiring June 30, 2025.
SECTION 2.31. Effective July 1, 2022, the Honorable Pauline Hankins of Brunswick County is appointed to the African American Heritage Commission for a term expiring June 30, 2025.
SECTION 2.32. Effective July 1, 2022, Steve Stone of Robeson County and Neal Locklear of Scotland County are appointed to the North Carolina Manufactured Housing Board for terms expiring June 30, 2025.
SECTION 2.33. Effective July 1, 2022, William R. Davis of Onslow County is appointed to the North Carolina On‑Site Wastewater Contractors and Inspection Certification Board for a term expiring July 1, 2025.
SECTION 2.34. Effective July 1, 2022, Chad R. Brown of Gaston County is appointed to the North Carolina Parks and Recreation Authority for a term expiring July 1, 2025.
SECTION 2.35. Effective July 1, 2022, William P. Bill Aceto of Watauga County is appointed to the North Carolina State Building Commission for a term expiring June 30, 2025.
SECTION 2.36. Effective July 1, 2022, David M. Stephens of Union County and Stacy E. Buff of McDowell County are appointed to the North Carolina Private Protection Services Board for terms expiring June 30, 2025.
SECTION 2.37. Effective July 1, 2022, J. Michael Atkins of Wake County is appointed to the North Carolina Recreational Therapy Licensure Board for a term expiring June 30, 2025.
SECTION 2.38. Effective October 1, 2022, Daniel C. Baker of Lee County is appointed to the North Carolina Irrigation Contractors' Licensure Board for a term expiring September 30, 2025.
SECTION 2.39. Effective July 1, 2022, Bradley J. Newkirk of Guilford County is appointed to the North Carolina Council of Internal Auditing for a term expiring June 30, 2026.
SECTION 2.40. Troy Gil Gilleland of Catawba County is appointed to the Board of Directors of the North Carolina Global TransPark Authority for a term expiring June 30, 2023, to fill the unexpired term of Dr. Joseph W. Koletar.
SECTION 2.41. Effective September 1, 2022, Christopher T. Hayes of Forsyth County is appointed to the North Carolina State Lottery Commission for a term expiring August 31, 2027.
SECTION 2.42. Effective January 1, 2023, Jack A. Walder of Wake County is appointed to the North Carolina Locksmith Licensing Board for a term expiring December 31, 2025.
SECTION 2.43. Effective January 1, 2023, J. Cody Edwards of Randolph County is appointed to the North Carolina Oil and Gas Commission for a term expiring December 31, 2026.
SECTION 2.44. Effective July 1, 2022, Thomas E. Southard of Buncombe County is appointed to the Board of Directors of the North Carolina Arboretum for a term expiring June 30, 2026.
SECTION 2.45. Effective July 1, 2022, Jason A. Walser of Rowan County is appointed to the North Carolina Clean Water Management Trust Fund Board of Directors for a term expiring July 1, 2025.
SECTION 2.46. Dr. Bartley R. Danielsen of Wake County is appointed to the North Carolina Charter Schools Advisory Board for a term expiring June 30, 2025, to fill the unexpired term of Heidi Dean.
SECTION 2.47. Effective July 1, 2022, Myla H. Barnhardt of Rockingham County is appointed to the Rockingham County Community College Board of Trustees for a term expiring June 30, 2026.
SECTION 2.48. If Senate Bill 711, 2022 Regular Session, becomes law, then effective July 1, 2022, Dr. Gary Gammon of Moore County and Dr. William Billy McNulty of New Hanover County are appointed to the Compassionate Use Advisory Board for terms expiring June 30, 2026.
PART III. EFFECTIVE DATE
SECTION 3. Unless otherwise provided, this act is effective when it becomes law.
