AN ACT to appropriate funds for voluntary buyouts of swine production facilities in the 100‑year floodplain.

The General Assembly of North Carolina enacts:

SECTION 1.  The sum of twenty million dollars ($20,000,000) in nonrecurring funds for the 2022‑2023 fiscal year is appropriated to the Department of Agriculture and Consumer Services. The Department shall use these funds for the Division of Soil and Water Conservation's program to purchase permanent conservation easements on properties within the 100‑year floodplain that are currently used for swine production. As used in this section, 100‑year floodplain means any area subject to inundation by the one percent (1%) annual chance flood event, as indicated on the most recent Flood Insurance Rate Map prepared by the Federal Emergency Management Agency under the National Flood Insurance Program.

SECTION 2.  This act becomes effective July 1, 2022.
