AN ACT to appropriate funds for the Spay/Neuter program to provide reduced cost spay and Neuter services for low‑income individuals.

The General Assembly of North Carolina enacts:

SECTION 1.  The sum of three million dollars ($3,000,000) in nonrecurring funds for the 2022‑2023 fiscal year is appropriated to the Department of Agriculture and Consumer Services to be allocated to the Spay/Neuter Account. Notwithstanding G.S. 19A‑62, the Department shall use these funds only for the purposes set forth in G.S. 19A‑62(b)(3) and G.S. 19A‑62(b)(4).

SECTION 2.  This act becomes effective July 1, 2022.
