A HOUSE RESOLUTION expressing support for ukraine as its people fight for freedom and urging the United States Congress to increase domestic energy production.
Whereas, on February 24, 2022, Russian President Vladimir Putin authorized an unprovoked attack in Ukraine. Shortly thereafter, Russian forces began missile and artillery strikes on some of Ukraine's major cities, including its capital Kyiv; and
Whereas, Russia's attack on Ukraine has resulted in the unnecessary loss of life, the displacement and flight of countless Ukrainian citizens, and the destruction of property and infrastructure; and
Whereas, the State of North Carolina stands with the people of Ukraine as they fight to defend their country from Russia's invasion; and
Whereas, the State of North Carolina urges the United States government to continue taking steps to punish the Russian government for its actions and to offer humanitarian relief to the Ukrainian people; and
Whereas, the State of North Carolina also urges the United States government to decrease the country's dependence on foreign oil by increasing our domestic production; and
Whereas, North Carolina taxpayers and public employees who teach, protect, and otherwise serve should be granted additional recourse to hold the Russian Federation, its corrupt leadership, and its state‑owned corporations accountable in U.S. Courts for economic damage done to the United States; and
Whereas, as American troops deploy to European countries to support allied efforts to aid Ukraine, the State of North Carolina expresses its continued support for all members of the military stationed at bases in the State; Now, therefore,
Be it resolved by the House of Representatives:
SECTION 1. The North Carolina House of Representatives stands in solidarity with the people of Ukraine as they fight for their freedom.
SECTION 2. The North Carolina House of Representatives urges the United States government to hold the Russian government accountable for its actions, provide humanitarian aid to the Ukrainian people, and take steps to reduce the United States' dependence on foreign oil by increasing domestic energy production.
SECTION 3. The North Carolina House of Representatives urges the United States Congress to amend the Foreign Sovereign Immunities Act (FSIA) of 1976, codified in Title 28, §§ 1330, 1332, 1391(f), 1441(d), and 1602 through 1611 of the United States Code, to the ends of providing more effective recourse for state pension funds and other institutional investors to hold corrupt regimes and foreign state‑owned corporations accountable in U.S. Courts for their actions.
SECTION 4. The Principal Clerk shall transmit a copy of this resolution to each member of North Carolina's Congressional Delegation, the Speaker of the United States House of Representatives, the Majority Leader of the United States Senate, and the President of the United States.
SECTION 5. This resolution is effective upon adoption.
