H1003: Support UNC Greensboro GCSTOP Wrap Project. Latest Version
2021-2022
AN ACT to appropriate funds to support the guilford county solution to the opioid problem wrap project that would partner with the Department of social services and law enforcement agencies within guilford county to serve opioid‑affected community members.
The General Assembly of North Carolina enacts:
SECTION 1. There is appropriated from the General Fund to the Board of Governors of The University of North Carolina the sum of one million dollars ($1,000,000) in nonrecurring funds for the 2022‑2023 fiscal year to be allocated to the University of North Carolina at Greensboro for the Guilford County Solution To the Opioid Problem (GCSTOP) program to do each of the following for its Wrap project:
(1) Strengthen and maintain existing GCSTOP programs, including expanding services to additional locations, increasing mobile outreach capacity with a focus on medical services at mobile sites, and purchasing technology to support evidence‑based interventions.
(2) Develop a program in partnership with the Guilford County Department of Social Services to support evidence‑based family intervention for opioid‑affected families.
(3) In cooperation with the Guilford County Sheriff's Office, the Greensboro Police Department, and the High Point Police Department, explore the creation of evidence‑based diversion programs that could augment the service expansion of GCSTOP.
SECTION 2. The University of North Carolina at Greensboro, in consultation with the Guilford County Solution To the Opioid Problem (GCSTOP) program, shall report to the Joint Legislative Oversight Committee on Justice and Public Safety and the Joint Legislative Education Oversight Committee no later than May 1, 2023, regarding the use of the funds appropriated in this act.
SECTION 3. This act becomes effective July 1, 2022.
