HOUSE JOINT RESOLUTION 974

 

 

A JOINT RESOLUTION honoring the life and memory of jerry carter, former member of the north carolina house of representatives.

 

Whereas, Jerry Carter was born on May 27, 1955, in Eden, North Carolina, to Otis Carter and Nellie Crouch Carter; and

Whereas, Jerry Carter spent most of his life in Rockingham County, graduating from Smith High School in 1974; and

Whereas, Jerry Carter served as a member of the United States Army from 1974 to 1976; and

Whereas, as a man of great faith and prayer, Jerry Carter founded the Reidsville Baptist Church in 1988 and served as the senior pastor for more than 30 years; and

Whereas, Jerry Carter also served as Chaplain of the North Carolina State Highway Patrol for 12 years; and

Whereas, in 2018, Jerry Carter was elected by the citizens of Rockingham County to serve in the General Assembly as a member of the House of Representatives and reelected to a second term in 2020; and

Whereas, during his tenure in the House of Representatives, Jerry Carter served as chair of the Families, Children, and Aging Policy Committee and was a member of several other committees, including the Appropriations Subcommittee on Justice and Public Safety, Health, Judiciary II, Local Government, and Homeland Security, Military, and Veterans Affairs; and

Whereas, Jerry Carter took advantage of every opportunity to make a difference in the lives of others and was admired and loved by all who knew him; and

Whereas, Jerry Carter was active in the affairs of his community and received numerous awards and honors for his good deeds and service; and

Whereas, Jerry Carter passed away on August 3, 2021, at the age of 66; and

Whereas, Jerry Carter leaves to cherish his memory his wife of 45 years, Brenda Bruton Carter; two daughters, Hope Carter Lovings and Becki Carter Johnson (spouse of Nicholas Johnson); six grandchildren, Chloe, Jerry, Arthur, Carter, Winston, and Scarlett; one great‑grandchild, Rhea; his mother, Nellie Crouch Carter; and two brothers, Johnny Carter and Ricky Carter; and

Whereas, Jerry Carter will be remembered by all who knew him as a man devoted to his family, his church, his community, and to public service; Now, therefore,

 

Be it resolved by the House of Representatives, the Senate concurring:

 

SECTION 1.  The General Assembly honors the life and memory of Jerry Carter and expresses its gratitude for the service he rendered to the nation, the State of North Carolina, and his community.

SECTION 2.  The General Assembly extends its deepest sympathy to the family of Jerry Carter for the loss of a beloved family member.

SECTION 3.  The Secretary of State shall transmit a copy of this resolution to the family of Jerry Carter.

SECTION 4.  This resolution is effective upon ratification.
