AN ACt appropriating funds to establish two new positions within the department of health and human services that will provide oversight of the local management entities/managed care organizations operating in this state.

The General Assembly of North Carolina enacts:

SECTION 1.  There is appropriated from the General Fund to the Department of Health and Human Services (DHHS) the sum of one hundred eighty‑one thousand dollars ($181,000) in recurring funds for the 2021‑2022 fiscal year and one hundred eighty‑one thousand dollars ($181,000) in recurring funds for the 2022‑2023 fiscal year to be used to create two new full‑time positions within DHHS. The two positions shall be at the level of associate director or above and created in such a way that one position is serving in an assistant capacity to the other. Together, the two positions shall be responsible for the oversight of the local management entities/managed care organizations (LME/MCOs), as defined under G.S. 122C‑3, operating in this State. These positions shall work to ensure that the LME/MCOs are operating appropriately and efficiently to serve the maximum number of individuals in this State with the highest quality of care possible. As part of the oversight of LME/MCOs in this State, both positions shall be responsible for compiling and presenting information on how funding is provided to LME/MCOs by DHHS.

SECTION 2.  This act becomes effective July 1, 2021.
