AN ACT to appropriate funds to the division of emergency management to provide grants to nonprofit corporations that provide emergency management and assistance services.

The General Assembly of North Carolina enacts:

SECTION 1.  Appropriation. – There is appropriated five hundred thousand dollars ($500,000) in nonrecurring funds from the General Fund to the Department of Public Safety, Division of Emergency Management (Division), to provide grants to governmental entities and organizations exempt from federal income tax under section 501(c)(3) of the Internal Revenue Code that provide emergency management and assistance services in this State. Any funds received under this section shall be subject to the requirements in G.S. 143C‑6‑22. The Division shall develop policies and procedures for the disbursement of the grants that include, at a minimum, the following:

(1)        The maximum grant amount provided to any entity under this section shall be ten thousand dollars ($10,000).

(2)        The Division may use up to one percent (1%) of the funds appropriated by this act for administrative expenses related to administration of the grants authorized by this act.

(3)        The Division shall prioritize governmental entities and organizations that are located in development tier one and tier two areas, as defined in G.S. 143B‑437.08.

SECTION 2.  Report Requirements. – The Department of Public Safety, Division of Emergency Management, shall report to the Joint Legislative Emergency Management Oversight Committee and the Fiscal Research Division by November 1, 2021, on its distribution of the funds appropriated by this act and by June 30, 2022, on the use of funds by recipients.

SECTION 3.  This act becomes effective July 1, 2021, and applies to grants on or after that date.
