AN ACT to Integrate Education on Black History and Native American History into the Standard Course of Study.
The General Assembly of North Carolina enacts:
SECTION 1. Part 1 of Article 8 of Chapter 115C of the General Statutes is amended by adding a new section to read:
§ 115C‑81.58. Education on Black history and Native American history.
(a) The State Board of Education shall review the middle school and high school standard course of study and shall (i) integrate into English courses, social studies courses, and other courses as appropriate education on Black history and Native American history and (ii) develop a curriculum for a Black history elective and a Native American history elective that may be offered in middle schools and high schools of the local school administrative units.
(1) Content standards for Black history shall include:
a. The Wilmington Insurrection of 1898.
b. The 1960 Greensboro Sit‑In.
c. The Desegregation of North Carolina schools in 1971.
(2) Content standards for Native American history shall include the forceful removal of Native Americans from their land in North Carolina in 1838 as part of the Trail of Tears.
(b) The Department of Public Instruction shall provide or cause to be provided curriculum content, and local boards of education shall provide or cause to be provided professional development to ensure that the intent and provisions of this section are effectively implemented.
SECTION 2. This act is effective when it becomes law and applies to standards beginning with the 2022‑2023 school year.
