AN ACT to appropriate funds for North carolina dairy producers to participate in the U.S. Department of Agriculture's Dairy Margin Coverage Program.

The General Assembly of North Carolina enacts:

SECTION 1.  Funds allocated to the Department of Agriculture and Consumer Services in Section 2 of this act shall be used to provide reimbursement to qualifying dairy farmers in the State for their costs of enrollment in the U.S. Department of Agriculture's Dairy Margin Coverage (DMC) program for the 2021 program year. For purposes of this section, a qualifying dairy farmer is a dairy producer in the State who enrolled in the DMC program for the 2021 program year.

SECTION 2.  The State Controller shall transfer the sum of four hundred thirty‑six thousand dollars ($436,000) for the 2020‑2021 fiscal year from the Coronavirus Relief Reserve established in Section 2.1 of S.L. 2020‑4. There is appropriated from the Coronavirus Relief Fund established by Section 2.2 of S.L. 2020‑4 to the Office of State Budget and Management Services the sum of four hundred thirty‑six thousand dollars ($436,000) in nonrecurring funds for the 2020‑2021 fiscal year to be allocated to the Department of Agriculture and Consumer Services to the extent the purposes set forth in this act are compatible with COVID‑19 Recovery Legislation, as that term is defined in S.L. 2020‑4.

SECTION 3.  This act is effective when it becomes law.
