S698: End Menstrual Poverty Act. Latest Version

AN ACT to provide feminine hygiene products to students in local school administrative units and to increase access to feminine hygiene products in north carolina diaper banks.
The General Assembly of North Carolina enacts:
part i. feminine hygiene products for students in local school administrative units
SECTION 1. There is appropriated from the General Fund to the Department of Public Instruction the sum of two hundred fifty thousand dollars ($250,000) in nonrecurring funds for the 2021‑2022 fiscal year to provide grants to local school administrative units to provide feminine hygiene products for students, as follows:
(1) Grants shall be awarded to any local school administrative unit that applies for a grant by August 1, 2021.
(2) Grants shall be allocated to local school administrative units on the basis of average daily membership of the unit.
part ii. increase access to feminine hygiene products in north carolina diaper banks
SECTION 2. There is appropriated from the General Fund to the Department of Health and Human Services the sum of three hundred fifty thousand dollars ($350,000) in nonrecurring funds for the 2021‑2022 fiscal year to be allocated to the Diaper Bank of North Carolina, a nonprofit organization that collects and distributes diapers and other personal hygiene products to assist those in need, to increase the accessibility of feminine hygiene products in local diaper banks throughout the State.

SECTION 3. This act becomes effective July 1, 2021.
