AN ACT to appropriate funds for various capital projects to support constituent institutions of the university of north carolina designated as historically black colleges and UNIVERSITIES.

The General Assembly of North Carolina enacts:

SECTION 1.(a)  ECSU/Residential Hall. – There is transferred from the General Fund to the State Capital and Infrastructure Fund the sum of eighty million dollars ($80,000,000) in nonrecurring funds for the 2021‑2022 fiscal year.

SECTION 1.(b)  There is appropriated from the State Capital and Infrastructure Fund to the Board of Governors of The University of North Carolina the sum of eighty million dollars ($80,000,000) in nonrecurring funds for the 2021‑2022 fiscal year to provide funds for the construction of a new residential hall at Elizabeth City State University.

SECTION 2.(a)  ECSU/Library Replacement. – There is transferred from the General Fund to the State Capital and Infrastructure Fund the sum of (i) three million two hundred thousand dollars ($3,200,000) in nonrecurring funds for the 2021‑2022 fiscal year and (ii) eight million dollars ($8,000,000) in nonrecurring funds for the 2022‑2023 fiscal year.

SECTION 2.(b)  There is appropriated from the State Capital and Infrastructure Fund to the Board of Governors of The University of North Carolina the sum of (i) three million two hundred thousand dollars ($3,200,000) in nonrecurring funds for the 2021‑2022 fiscal year and (ii) eight million dollars ($8,000,000) in nonrecurring funds for the 2022‑2023 fiscal year to provide funds for the library replacement project at Elizabeth City State University. The total amount authorized for the project is thirty‑two million dollars ($32,000,000).

SECTION 3.(a)  WSSU/K.R. Williams Auditorium Capital Project. – There is transferred from the General Fund to the State Capital and Infrastructure Fund the sum of fifty‑seven million dollars ($57,000,000) in nonrecurring funds for the 2021‑2022 fiscal year.

SECTION 3.(b)  There is appropriated from the State Capital and Infrastructure Fund to the Board of Governors of The University of North Carolina the sum of fifty‑seven million dollars ($57,000,000) in nonrecurring funds for the 2021‑2022 fiscal year to provide funds for the capital project at K.R. Williams Auditorium at Winston‑Salem State University.

SECTION 4.  This act becomes effective July 1, 2021.
