AN ACT to appropriate funds to Mobilizing african american mothers through empowerment.

Whereas, over 60% of pregnancy‑related deaths are preventable; and

Whereas, one in every five women of reproductive age in North Carolina is uninsured; and

Whereas, MAAME (Mobilizing African American Mothers through Empowerment) will empower Black, Indigenous, and other Birthing People of color to navigate systems and mobilize to offer resources, services, and support for holistic maternal health, wellness, sustainable communities, and economic advancement; Now, therefore,

The General Assembly of North Carolina enacts:

SECTION 1.  There is appropriated from the General Fund to the MAAME (Mobilizing African American Mothers through Empowerment), Inc., a nonprofit organization, the sum of two hundred fifty thousand dollars ($250,000) in nonrecurring funds for the 2021‑2022 fiscal year to fill the gap of services that exists for marginalized communities who are in between poverty and financial stability. These funds shall be used to provide services to mothers who are not eligible to receive public services and support and not able to afford these resources privately. MAAME, Inc., will provide education (as a means of empowerment), support, doula services, and opportunities for economic advancement.

SECTION 2.  This act becomes effective July 1, 2021.
