AN ACT to appropriate funds for the restoration of the historic orange street school building in fayetteville and for digitalization and preservation of the african american pictorial wall.

Whereas, the Murchison Road corridor in Fayetteville is rich and plentiful in African American history; and

Whereas, an investment is needed to assist in retaining the history for future generations; Now, therefore,

The General Assembly of North Carolina enacts:

SECTION 1.  There is appropriated from the General Fund to the Orange Street School Restoration and Historical Association, Inc., a nonprofit organization, the sum of two hundred fifty thousand dollars ($250,000) in nonrecurring funds for the 2021‑2022 fiscal year to support the Association's efforts to renovate the school building and further develop the Orange Street neighborhood. The 1915 historic Orange Street School building is listed on the National Register of Historic Places and is Fayetteville's oldest surviving building used for education.

SECTION 2.  There is appropriated from the General Fund to the Umoja Group, Inc., a nonprofit organization, the sum of one hundred fifty thousand dollars ($150,000) in nonrecurring funds for the 2021‑2022 fiscal year to support the African American pictorial wall to allow digitalization of the wall's images and content, as well as the preservation of the wall. Umoja Group, Inc., is an educational, cultural, charitable, and service organization that initiates and supports activities that promote the positive history, arts, and culture of Africans and African Americans and shares this rich heritage with others to enhance respect, cooperation, and unity.

SECTION 3.  This act becomes effective July 1, 2021.
