AN ACT to provide funding for capital improvements and other projects at north carolina central university.

The General Assembly of North Carolina enacts:

SECTION 1.  There is transferred from the General Fund to the State Capital and Infrastructure Fund the sum of eighty‑nine million one hundred thousand dollars ($89,100,000) in nonrecurring funds for the 2021‑2022 fiscal year.

SECTION 2.(a)  There is appropriated from the State Capital and Infrastructure Fund to the Board of Governors of The University of North Carolina the sum of eighty‑nine million one hundred thousand dollars ($89,100,000) in nonrecurring funds for the 2021‑2022 fiscal year to provide funds for the capital improvement projects listed in subsection (b) of this section at North Carolina Central University.

SECTION 2.(b)  The following capital improvement projects shall be funded with the funds appropriated in this section for the following amounts:

(1)        Taylor Education Building Comprehensive Renovation – $20,000,000.

(2)        Master Plan Land and Property Acquisition – $2,500,000.

(3)        Fine Arts Music Building Comprehensive Renovation – $34,000,000.

(4)        C.T. Willis Building Comprehensive Renovation – $26,000,000.

(5)        University Theater/Farrison‑Newton Communications Building Comprehensive Renovation – $6,600,000.

SECTION 3.(a)  There is appropriated from the General Fund to the Board of Governors of The University of North Carolina the sum of ten million dollars ($10,000,000) in nonrecurring funds for the 2021‑2022 fiscal year to be used for the purposes listed in subsection (b) of this section at North Carolina Central University (NCCU).

SECTION 3.(b)  The funds appropriated in this section shall be allocated for the following purposes:

(1)        NCCU Laboratory Equipment for BRITE/BBRI. – $5,000,000 for the purchase of laboratory equipment and instruments for the Biomanufacturing Research Institute and Technology Enterprise (BRITE) and the Julius L. Chambers Biomedical Biotechnology Research Institute (BBRI).

(2)        NCCU Integrated Biosciences Doctoral Program Expansion. – $4,000,000 to support the expansion of the doctoral program in integrated biosciences focusing on health disparities in underrepresented populations and for additional external research funding opportunities.

(3)        NCCU ShotSpotter Technology. – $1,000,000 for the acquisition of ShotSpotter gunshot detection technology to allow campus police to identify the location of shots fired in and around campus that might be directed at dormitories.

SECTION 4.  This act becomes effective July 1, 2021.
