AN ACT to appropriate funds to support constituent institutions of the university of north carolina designated as historically black colleges and universities.
The General Assembly of North Carolina enacts:
SECTION 1. NCCU Integrated Biosciences Doctoral Program Expansion. – There is appropriated from the General Fund to the Board of Governors of The University of North Carolina the sum of two million dollars ($2,000,000) in recurring funds for the 2021‑2022 fiscal year to be allocated to North Carolina Central University to support the expansion of its doctoral program in integrated biosciences focusing on health disparities in underrepresented populations and for additional external research funding opportunities.
SECTION 2. NCCU Laboratory Equipment for BRITE/BBRI. – There is appropriated from the General Fund to the Board of Governors of The University of North Carolina the sum of three million dollars ($3,000,000) in nonrecurring funds for the 2021‑2022 fiscal year to be allocated to North Carolina Central University (NCCU) for the purchase of laboratory equipment and instruments for the Biomanufacturing Research Institute and Technology Enterprise (BRITE) and the Julius L. Chambers Biomedical Biotechnology Research Institute (BBRI) at NCCU.
SECTION 3. NC A&T State University Doctoral Programs. – There is appropriated from the General Fund to the Board of Governors of The University of North Carolina the sum of seven million five hundred thousand dollars ($7,500,000) in additional recurring funds for the 2021‑2022 fiscal year to be allocated to North Carolina Agricultural and Technical State University to support its doctoral programs. The funds shall be used to support new faculty and graduate student services for the doctoral programs, including computer science, various engineering fields, energy and environmental systems, education, agriculture, and rehabilitation counseling.
SECTION 4. NC A&T State University Agricultural Programs. – There is appropriated from the General Fund to the Board of Governors of The University of North Carolina the sum of three million dollars ($3,000,000) in additional recurring funds for the 2021‑2022 fiscal year to be allocated to North Carolina Agricultural and Technical State University (NC A&T State University) to support its agricultural research and cooperative extension activities by matching federal funds awarded to NC A&T State University as a land‑grant university pursuant to the National Agricultural Research, Extension, and Teaching Policy Act of 1977, as amended, 7 U.S.C. § 3221, et seq. The required minimum match for eligibility under the program is one dollar ($1.00) in nonfederal funds, including those made available by State appropriation, for every one dollar ($1.00) in federal funds for agricultural research and extension activities approved in the plan of work submitted to the Secretary of Agriculture of the United States. It is also the intent of the General Assembly to appropriate additional State funds as necessary to meet at least a minimum match of one dollar ($1.00) in nonfederal funds for every one dollar ($1.00) in available federal funds for this program in subsequent fiscal years to ensure compliance with federal law.
SECTION 5.(a) ESCU/Capital Project. – There is transferred from the General Fund to the State Capital and Infrastructure Fund the sum of eighty million dollars ($80,000,000) in nonrecurring funds for the 2021‑2022 fiscal year.
SECTION 5.(b) There is appropriated from the State Capital and Infrastructure Fund to the Board of Governors of The University of North Carolina the sum of eighty million dollars ($80,000,000) in nonrecurring funds for the 2021‑2022 fiscal year to provide funds for the construction of a new dormitory building at Elizabeth City State University.
SECTION 6. This act becomes effective July 1, 2021.
