AN ACT authorizing the city of greensboro to provide health insurance benefits to former city council members who are not receiving retirement benefits.

The General Assembly of North Carolina enacts:

SECTION 1.(a)  A city that is providing health insurance under G.S. 160A‑162(b) may provide health insurance for all former city council members who have obtained at least eight years of service prior to separation from the city and who are not receiving benefits under G.S. 160A‑163(a). The health insurance premium may be paid entirely by the city, paid partly by the city and former city council member, or paid entirely by the former city council member at the option of the city.

SECTION 1.(b)  Any city that has elected to cover either active employees only or both active and retired employees under the State Health Plan for Teachers and State Employees may not provide health insurance through the State Health Plan to all or any class of former officers, employees, or council members who are not receiving retirement benefits under G.S. 160A‑163(a). The city may provide health insurance to those former officers, employees, and city council members by any means authorized under Article 7 of Chapter 160A of the General Statutes except for coverage under the State Health Plan.

SECTION 2.  This act applies only to the City of Greensboro.

SECTION 3.  This act becomes effective July 1, 2021.
