AN ACT to authorize the city of greensboro to REDUCE by ordinance THE SPEED LIMIT ON RESIDENTIAL STREETS.

The General Assembly of North Carolina enacts:

SECTION 1.  Notwithstanding G.S. 20‑141(b)(1), the City of Greensboro may by ordinance make it unlawful to operate a vehicle in excess of 25 miles per hour on residential streets in the City of Greensboro.

SECTION 2.  Speed restrictions authorized by ordinance pursuant to this section are not effective until signs giving notice of the speed restrictions are erected upon the streets affected. All signs designed, manufactured, and erected as authorized in this act shall conform with the Manual on Uniform Traffic Control Devices for Streets and Highways, published by the United States Department of Transportation, and any supplement to that Manual adopted by the North Carolina Department of Transportation.

SECTION 3.  This act only applies to the City of Greensboro.

SECTION 4.  This act becomes effective December 1, 2021, and applies to offenses committed on or after that date.
