SENATE BILL 811

 

 

AN ACT to appropriate funds for the department of natural and cultural resources for the Connect nc park facilities operating reserves.

 

The General Assembly of North Carolina enacts:

 

SECTION 1.(a)  Notwithstanding G.S. 143C‑4‑9, the sum of one million eight hundred twenty‑eight thousand nine hundred eighty‑two dollars ($1,828,982) in recurring funds appropriated to the Pay Plan Reserve for the 2020‑2021 fiscal year is reallocated and appropriated to the Department of Natural and Cultural Resources (Budget Code: 14800; Fund Code: 1680) to be used to fund up to 19 full‑time equivalent positions and operational needs of the following parks expanded or improved through Connect NC bonds: Chimney Rock, Jordan Lake, New River, Raven Rock, Goose Creek, Gorges, Lake James, Pilot Mountain, and Lumber River.

SECTION 1.(b)  No later than August 15, 2020, the Department of Natural and Cultural Resources shall transfer the sum of seven hundred fifty thousand dollars ($750,000) in nonrecurring funds from the cash balance in the Parks and Recreation Trust Fund (Budget Code: 24820) to the Division of Parks and Recreation (Budget Code: 14800; Fund Code: 1680). The funds transferred in this subsection are appropriated for the 2020‑2021 fiscal year and shall be used for equipment and other nonrecurring expenses of the following parks expanded or improved through Connect NC bonds: Chimney Rock, Jordan Lake, New River, Raven Rock, Goose Creek, Gorges, Lake James, Pilot Mountain, and Lumber River.

SECTION 2.  The provisions of the State Budget Act, Chapter 143C of the General Statutes, are reenacted and shall remain in full force and effect and are incorporated in this act by reference.

SECTION 3.  Except where expressly repealed or amended by this act, the provisions of any other legislation enacted during the 2019 Regular Session of the General Assembly expressly appropriating funds to an agency, a department, or an institution covered under this act shall remain in effect.

SECTION 4.  This act becomes effective July 1, 2020.
