AN ACT to provide for the election of members of the caswell county board of education at the time of the general election and to change the method of election of members of the caswell county board of education to the nonpartisan plurality method.
The General Assembly of North Carolina enacts:
SECTION 1.(a) Chapter 1016 of the 1987 Session Laws reads as rewritten:
…
Sec. 11. In 1989, in accordance with the procedures set out in Section 12 of this act, members of the Board of Education of Caswell County shall be elected from Districts 3 and 4 to serve a term expiring on the first Monday in December 1992. In 1992 and quadrennially thereafter, members Members of the Board of Education shall be elected from Districts 3 and 4 for to four‑year terms, and two members shall be elected at large for four-year terms. In 1990 and quadrennially thereafter, members shall be elected from Districts 1, 2, and 5 for four-year terms.staggered terms.
Sec. 12. The election in 1989 shall be held on the Tuesday after the first Monday in May. Otherwise, the provisions of Chapters 115C and 163 shall apply to such election. The provisions of the last two sentences of Section 15 of this act also apply.
Sec. 13. In the event any vacancies occur in the membership of the Board of Education of Caswell County for terms expiring in 1988, 1990, or 1992 (other than in the two seats added by this act), the vacancies shall be filled as if this act had not been enacted.
Sec. 14. Chapter 979, Session Laws of 1973 is repealed.
Sec. 15. Notwithstanding the provisions of G.S. 115C-37, the The Caswell County Board of Education shall be elected on a nonpartisan basis using the nonpartisan plurality method with the results determined as provided in G.S. 163‑292 at the time of the primary election in 1990 general election and biennially thereafter. thereafter. The names of the candidates shall be printed on the ballot without reference to any party affiliation. The nonpartisan election and runoff election method shall be used with the results determined as provided in G.S. 163-293.Members elected to the Caswell County Board of Education shall take office at the first board meeting in December following the election.

SECTION 1.(b) The term of any member elected to the Caswell County Board of Education in 2022 or 2024 or any member appointed to fill a vacancy for the remainder of an unexpired term for a member elected in 2022 or 2024 shall continue until their replacement is elected and qualified.
SECTION 2. This act is effective when it becomes law and applies to elections held in 2026 and thereafter.
