S798: State Surplus Vehicle Repair. Latest Version

AN ACT REQUIRING state agencies to donate surplus state vehicles to north carolina community college auto repair programs and to divide sales proceeds, and appropriatING funds to raise awareness of this act.
The General Assembly of North Carolina enacts:
SECTION 1. Article 3A of Chapter 143 of the General Statutes is amended by adding a new section to read:
§ 143‑64.07. State surplus vehicles.
State‑owned motor vehicles that have become surplus property shall be repaired by a North Carolina community college with an Automotive Systems Technologies program and sold by the State Surplus Property Agency. Proceeds from the sale of the vehicle shall be equally divided and distributed to the agency that owned the vehicle and the community college that repaired the vehicle.
SECTION 2. G.S. 143‑64.02 reads as rewritten:
§ 143‑64.02. Definitions.
The following definitions apply in Part 1 of this Article:

(1b) Motor vehicle repair. – As defined in G.S. 20‑354.2.

SECTION 3. Effective July 1, 2024, there is appropriated from the General Fund to the North Carolina Community College System Office the sum of twenty‑five thousand dollars ($25,000) in nonrecurring funds for the 2024‑2025 fiscal year to raise public awareness of this act.
SECTION 4. Except as otherwise provided, this act is effective when it becomes law and applies to all motor vehicles that have been made surplus on or after that date.
