AN ACT to allow the legislative services commission to establish and charge a fee for a fast pass for entry into the legislative complex by registered lobbyists and liaison personnel.



The General Assembly of North Carolina enacts:



SECTION 1.(a)  G.S. 120‑32.1 is amended by adding a new subsection to read:



(c2)    The Legislative Services Commission shall establish a policy to allow lobbyists and liaison personnel registered under Chapter 120C of the General Statutes to obtain a pass authorizing entry into the State Legislative Building and the Legislative Office Building during hours those buildings are open to the public. The policy may establish a revocation or suspension process for any lobbyist or liaison personnel violating the policy. The Legislative Services Commission may charge a fee of up to five hundred dollars ($500.00) of each lobbyist and liaison personnel desiring to obtain such a pass.



SECTION 1.(b)  This section becomes effective October 1, 2023.



SECTION 2.  The Legislative Services Officer shall submit to the Legislative Services Commission, on or before October 1, 2023, a plan to implement a fast pass authorizing entry to the State Legislative Building and the Legislative Office Building by registered lobbyists and registered liaison personnel no later than February 1, 2024.



SECTION 3.  Except as otherwise provided, this act is effective when it becomes law.
