It is a human right and personal freedom to choose the place of birth.  In NC last year (2022) almost 900 people chose HOME as their place of birth.  This is a 39% increase since 2020 when 645 intended home births were on record.

1. Opposition to HB751 expresses “Safety” as their primary concern.

Home births are happening, this is undeniable!  We can protect people choosing home birth by ensuring they have a skilled attendant available to support them.  And data shows that SAFETY is improved when the provider is INTEGRATED in the healthcare system.  This can be guaranteed by regulating CPMs. Regulation provides integrity and accountability of the provider, and provides accessibility and safeguards for the consumer.

Studies show that midwife-attended births are as safe as physician-attended ones, and they are associated with lower rates of C-sections and other interventions that can be costly, risky and disruptive to the labor process.

2. Opposition to HB751 is also concerned with the education and training of CPMs.

The CPM credential is awarded by North American Registry of Midwives (NARM) and accredited by the National Commission on Certifying Agencies (NCCA). It meets International Confederation of Midwives (ICM) standards when an additional 50hr continuing education “Midwifery Bridge Certificate” is obtained.

The CPM credential  is the only national credential that requires knowledge and experience in out-of-hospital settings.
 
The CPM process has two steps: educational validation and certification.  The CPM is educated through a combination of routes, including programs accredited or pre-accredited by the Midwifery Education Accreditation Council (MEAC), the American Midwifery Certification Board (AMCB), and apprenticeship education. All educational pathways include clinical and didactic education that takes on average 3-5 years to complete. Certification is awarded once educational  requirements are met and the applicant has passed the NARM examination.

CPMs are licensed to practice in 37 states and counting! In none of these states has CPM licensure ever been overturned for any reason.
